!Immutable Rules

Rule 101. All players must always abide by all the rules then in effect, in the form in which they are then in effect. The rules in the Initial Set are in effect whenever a game begins. The Initial Set consists of Rules 101-119 (immutable) and 201-214 (mutable).
Rule 102. Initially rules in the 100's are immutable and rules in the 200's are mutable. Rules subsequently enacted or transmuted (that is, changed from immutable to mutable or vice versa) may be immutable or mutable regardless of their numbers, and rules in the Initial Set may be transmuted regardless of their numbers.
Rule 103. A rule-change is any of the following:
#the enactment, repeal, or amendment of a mutable rule;
#the enactment, repeal, or amendment of an amendment of a mutable rule; or
#the transmutation of an immutable rule into a mutable rule or vice versa.
(Note: This definition implies that, at least initially, all new rules are mutable; immutable rules, as long as they are immutable, may not be amended or repealed; mutable rules, as long as they are mutable, may be amended or repealed; any rule of any status may be transmuted; no rule is absolutely immune to change.)
Rule 104. All rule-changes proposed in the proper way shall be voted on. They will be adopted if and only if they receive the required number of votes.
Rule 105. A MTG Salvation user is only considered a "player" if he/she registered in the forum thread before the beginning of the first turn of play.
Rule 106. Every player is an eligible voter.
Rule 107. Rule-changes are proposed by creating a post in a new thread. This post may be edited by its originator during the debate period, but may not be editing during the voting period. Editing a proposed rule-change during the voting period will cause that rule to automatically be defeated regardless of vote. If the rule-change is adopted, it shall guide play in the form in which it was voted on.
Rule 108. No rule-change may take effect earlier than the moment of the completion of the vote that adopted it, even if its wording explicitly states otherwise. No rule-change may have retroactive application.
Rule 109. Each proposed rule-change shall be given a number by the moderator for reference. The numbers shall begin with 301, and each rule-change proposed in the proper way shall receive the next successive integer, whether or not the proposal is adopted.
If a rule is repealed and reenacted, it receives the number of the proposal to reenact it. If a rule is amended or transmuted, it receives the number of the proposal to amend or transmute it. If an amendment is amended or repealed, the entire rule of which it is a part receives the number of the proposal to amend or repeal the amendment.
Rule 110. Rule-changes that transmute immutable rules into mutable rules may be adopted if and only if the vote is unanimous among the eligible voters. Transmutation shall not be implied, but must be stated explicitly in a proposal to take effect.
Rule 111. In a conflict between a mutable and an immutable rule, the immutable rule takes precedence and the mutable rule shall be entirely void. For the purposes of this rule a proposal to transmute an immutable rule does not "conflict" with that immutable rule.
Rule 112. If a rule-change as proposed is unclear, ambiguous, paradoxical, or destructive of play, or if it arguably consists of two or more rule-changes compounded or is an amendment that makes no difference, or if it is otherwise of questionable value, then the other players may suggest amendments or argue against the proposal before the vote. The proponent decides the final form in which the proposal is to be voted on.
Rule 113. The state of affairs that constitutes winning may not be altered from achieving n points to any other state of affairs. The magnitude of n and the means of earning points may be changed, and rules that establish a winner when play cannot continue may be enacted and (while they are mutable) be amended or repealed.
Rule 114. A player always has the option to forfeit the game rather than continue to play or incur a game penalty. No penalty worse than losing, in the judgment of the player to incur it, may be imposed.
Rule 115. There must always be at least one mutable rule. The adoption of rule-changes must never become completely impermissible.
Rule 116. Rule-changes that affect rules needed to allow or apply rule-changes are as permissible as other rule-changes. Even rule-changes that amend or repeal their own authority are permissible. No rule-change or type of move is impermissible solely on account of the self-reference or self-application of a rule.
Rule 117. Whatever is not prohibited or regulated by a rule is permitted and unregulated, with the sole exception of changing the rules, which is permitted only when a rule or set of rules explicitly or implicitly permits it.
Rule 118. The moderator is not considered a “player” or “eligible voter” under these rules.
Rule 119. This post will serve as the official record for all rules, and will be updated by the moderator as rule-changes are passed under these rules.
Rule 308. At no time may there be more than 25 mutable rules.
Rule 313. A player may post "/skip" in a proposal thread before their turn to skip their next turn without penalty. That player may still vote for other proposals.

!Mutuable Rules

Rule 201. Players shall take turns in alphabetical order by username, taking one whole turn apiece. All players begin with zero points.
Rule 202. One turn consists of three parts in this order: (1) proposing one rule-change and initiating debate, (2) having that proposal voted on, and (3) the moderator throwing one six-sided die once and adding the number of points on its face to that player's score.
Rule 204. An adopted rule-change takes full effect at the moment of the completion of the vote that adopted it.
Rule 206. Each player always has exactly one vote.
Rule 207. The winner is the first player to achieve 100 (positive) points.
Rule 209. If two or more mutable rules conflict with one another, or if two or more immutable rules conflict with one another, then the rule with the lowest ordinal number takes precedence. If at least one of the rules in conflict explicitly says of itself that it defers to another rule (or type of rule) or takes precedence over another rule (or type of rule), then such provisions shall supersede the numerical method for determining precedence. If two or more rules claim to take precedence over one another or to defer to one another, then the numerical method again governs.
Rule 210. If players disagree about the legality of a move or the interpretation or application of a rule, then the moderator will decide the question. Disagreement for the purposes of this rule may be created by the insistence of any player. This process is called invoking Judgment. When Judgment has been invoked, the next player may not begin his or her turn without the consent of a majority of the other players. The moderator's Judgment may be overruled only by a unanimous vote of players taken before the next turn is begun.
Rule 211. If the rules are changed so that further play is impossible, or if the legality of a move cannot be determined with finality, or if by the moderator's best reasoning, not overruled, a move appears equally legal and illegal, then the first player unable to complete a turn is the winner.
This rule takes precedence over every other rule determining the winner.
Rule 212. A player’s turn is skipped if that player has not presented a proposed rule-change within 24 hours of the beginning of that player’s turn.
Rule 213. The period of open voting on a rule-change shall be 24 hours after debate of that rule-change has ended.
Rule 214. A player's turn ends when the moderator has posted the results of that player's die roll. The next player's turn begins immediately thereafter.
Rule 215. The debate period for a rule-change shall be 24 hours beginning with the origination of the thread in which it will be debated.
Rule 304. A rule-change is adopted if approved by a simple majority (50%+1) of eligible voters, or if approved by a majority of those eligible voters who voted by the end of the debate period.
Rule 305.
#When a proposed rule-change is defeated, the player who proposed it loses 2 points.
#When a proposed rule-change is passed, the player who proposed it gains 2 points.
Rule 309. A player's turn ends when the moderator has posted the results of that player's die roll. The next player's turn begins immediately thereafter. Additionally, if there are fewer than 2 active turns, the next player after that may begin a turn once all other active turns have had a proposal made; if that player does, then he or she skips his or her next turn.
Rule 312. Items and Experience
#Experience is a characteristic of a player. It is always a nonnegative integer. If experience is ever not an integer, then it is truncated. If experience is ever a negative number, it is 0 instead. If a player ever doesn't have experience, then they instead have 0XP. Experience is measured in XP.
#A player can receive experience in any of the following ways: <br> {{indent{Action - XP Gained}}}
##Voting on a proposal - 1XP
##Submitting a proposal - 2XP
#Items are objects that players can hold. A player may hold any number of different types of objects.
#An item has four characteristics:
##Name: A string of up to 32 characters
##Price: A integer price in XP
##Max Hold: An integer representing the max amount of this type of object a single player may hold at one time. This may be infinity.
##Effect: What effects this object has.
#Upon adoption of this rule, the moderator shall create a thread entitled "Item Thread" Any player may buy items from this store by posting "Buy: " followed by the name of the item he or she wishes to buy. A player may not buy an item if he or she has done so in the past 72 hours or if he or she has less XP than the price of the object. The price of the item is subtracted from the player's experience and the player recieves one of the item.
#A item effect may include the word "Use:" with some text following it. A player may perform the action indicated by the text after the word "Use:" until the next line break by posting "Use: " and the name of the item in the Item Thread. A player may not use a "Use:" ability of an item if he or she has used a "Use:" ability of that object in the past 72 hours. A player may not perform a "Use:" ability of an item he or she doesn't own.
#A item effect may include the word "Discard:" with some text following it. A player may perform the action indicated by the text after the word "Discard:" until the next line break by posting "Discard: " and the name of the item in the Item Thread. If a player uses the "Discard:" ability of an item, he or she loses the item that had the ability he or she used. A player may not use a "Discard:" ability of an item if he or she has used a "Use:" or a "Discard: " ability of that object in the past 72 hours. A player may not perform a "Discard:" ability of an item he or she doesn't own.

#the enactment, repeal, or amendment of a mutable rule;
This post may not be edited by the player who proposed it after its creation.
The proponent decides the final form in which the proposal is to be voted on and, unless the moderator has been asked to do so, also decides the time to end debate and vote.

!Mutuable Rules

Rule 201. Players shall take turns in alphabetical order by username, taking one whole turn apiece. All players begin with zero points.
Rule 202. One turn consists of two parts in this order: (1) proposing one rule-change and having it voted on, and (2) the moderator throwing one six-sided die once and adding the number of points on its face to that player's score.
Rule 203. A rule-change is adopted if and only if approved by a simple majority (50%+1) of eligible voters.
Rule 204. An adopted rule-change takes full effect at the moment of the completion of the vote that adopted it.
Rule 205. When a proposed rule-change is defeated, the player who proposed it loses 10 points.
Rule 206. Each player always has exactly one vote.
Rule 207. The winner is the first player to achieve 100 (positive) points.
Rule 208. At no time may there be more than 25 mutable rules.
Rule 213. The period of open voting on a rule-change shall be 24 hours after the proposal of that rule-change.
Rule 214. A player's turn ends when the moderator has posted the results of that player's die roll. The next player's turn begins immediately thereafter.

311. "Zombies" are players with special characteristics. These characteristics include (but are not limited to) the following provisions.
#Any player that dies becomes a zombie; that player's total number of points immediately becomes the negative absolute value of his previous point total.
#Any player that has a negative number of points is a zombie and is subject to the provisions governing zombies.
#Any zombie that is "revived" loses zombie status; that player's total number of points immediately becomes the positive absolute value of his previous point total. (This occurs prior to the point bonus mentioned in rule 305.)
#Any zombie that has a positive number of points is revived and is no longer subject to the provisions governing zombies.
#Any zombie whose proposal successfully passes immediately revives. (This occurs before the mandatory die-roll mentioned in rule 202.)
